Progress in Derby
Work is progressing on the new Tops Market in Derby. Highlights from the Angola Village Board Meeting by Deb Waddell The Angola Village Board meeting of March 21, 2005 was well attended. Many visitors and the newly elected board members were present to show support for Mayor Carlson and the present board for the good job they have done. Kim Partridge was present as a concerned resident regarding the Beechwood Harbor Sub Division on Franklin and Sunset Streets. She asked pertinent questions on the water drainage issue in that area and who would be responsible for future water problems. Mayor Jim Carlson assured her all problems and questions could be brought to the board and would be given attention. He explained the Town of Evans will be cleaning out the ditch with a bulldozer and all obstructions will be removed. Twelve inch pipes will be placed in the ditch to improve the water problem. General Crew Chief Jeff Kaminski and his department have removed a bridge from the area and will be responsible for future water problems. Ms. Partridge asked if any performance bonds have been issued to deal with drainage problems. The Mayor stated only bonds for street damage and such have been issued. Mayor Carlson presented a plaque to Louis Atti for twelve years of various services performed on behalf of the Village. Atti’s commitment to excellence was acknowledged and he hopes the new board members will be fruitful. Atti remembers sitting at almost every seat on the board, except that of attorney and clerk. It gave him a better perspective and he thanks the residents for their confidence in him over the years. Patty Snyder congratulated all involved in the recent campaign for their commitment to hard work, their willingness to serve the community and for running a clean campaign. Mayor Jim Carlson thanked everyone for his opportunity to represent the residents of Angola. He believes in the Village and will continue to show support for it. His term of service was recognized by many at the meeting and Trustee John Wilson presented a plaque to Mayor Carlson, on behalf of the Village Board, in appreciation for his four years of service to the Village as mayor. Niagara Mohawk sent a check to the Village of Angola in the amount of $500.00 in recognition and appreciation of all of their accomplishments in the renovation of the Village. The Village had applied for a Renaissance Community Grant for Twister’s, but did not receive it. As the library liaison, Trustee Jonica DiMartino announced a ceremony will be held on April 2nd at noon to reopen the Angola Public Library on Saturdays. The Library is able to be open on Saturdays because of the financial contributions from the surrounding municipalities. The Town of Evans donated $2500.00 and a $500.00 contribution from Farnham is pending. The Village of Angola also donated $500.00 from the Mayor’s contractual budget. This combination of municipalities working together shows a strong commitment to the community. Cruise Night in the Village commences May 3, 2005 from 5:30 –9:00 P.M. There will be a lot of activities available and incentives to draw people to the event, like music, food vendors and 50-50 drawings. Trustee Bill Houston reported the electronic recycling for Erie County will be held at ECC in June. He noted General Crew Chief Jeff Kaminski repaired a bad step at the Gazebo. Mr. Kaminski went on to say the higher roof at the Village Hall was inspected for leaks and an estimate for repairs was made. Fire Commissioner Jim Davis reported that the survey made by the insurance company recommends that Fire Station #2 get an approved Central Station Fire Detection System for the early detection of fires. He also said Fire Truck #2 is rusting. The truck is under warranty by KME. The total $1312.76 repair cost is covered by the KME warranty. In other matters the Board: • Approved the posting of the Volunteer Firefighter Service Award Program list at the fire stations for at least 30 days. The revised list must be returned to the Village Board after the 30 day period. • Authorized the address for the first house in the sub division on the corner of Sunset and Franklin Street to be ( SBL # 235.15-1-3 ) 80 Sunset Drive, Angola N.Y. 14006. The water account will be I-1359. • Authorized the Mayor to sign and enter into Village of Angola DPW Contract for the period May 1, 2005 – June 1, 2008. • Changed the following property assessments as a result of Grievance Night. SBL#235.15-1-16 - Board decision to reduce by $10,000.00; SBL#235.15-1-39.12 - Board decision : Assessment to be phased in at $10,000.00 a year for the next three years; SBL#235.11-2-16, SBL#235.15-1-25, SBL#235.19-4-12 - No action taken because homeowners did not show up; SBL#235.15-5-9.1 - Non-hearing request. Letter sent requesting additional information. • Authorized Trustees Houston and Wilson to attend the 2005 NYCOM Main Street Conference May 16-19 at the Hilton Lake Placid Resort as per line expense budget. • Approved a one-time contribution transferred from the Mayor’s contractual budget line of $300.00 each for banners for Jam Fest and Cruise Night. • Resolved that pursuant to Village Law section 5-504 the 2005-2006 Tentative Budget for the Village of Angola will be completed and filed with the Village Clerk at the Clerk’s office on March 22, 2005. The budget may be inspected between the hours of 9:00 A.M. and 5:00 P.M. on or after March 22. Said Tentative Budget includes maximum compensation for the Mayor of $3,900 per annum and $2,700 per annum for the Trustees. A summary of the tentative budget is as follows: General Fund Appropriations: $1,324,567 Water Fund: $723,511 • A Public Hearing on the budget will be held at the Village Office, 41 Commercial Street, Angola on Monday, April 4, 2005 at 8:00 P.M. to consider same before final adoption. Village Clerk is hereby authorized to publish notice in “ The Town Crier.” • Authorized TVGA consultants to proceed with grant applications for Brownfield funding for the Emblem Bicycle Co. and Old Ford Lanes at no cost to the Village. • Directed the Mayor to execute a memorandum of understanding for a joint water project with neighboring towns and villages providing for payment of $500 for professional services of R&D Engineering, including disbursements. •Received the resignation of Mayor Jim Carlson as Police Commissioner to be effective immediately and accepted the Mayor’s appointment of Trustee Bill Houston as Police Commissioner. Both resolutions were accepted effective, immediately. The next regular Board meeting is scheduled for Monday, April 4, 2005 at 7:30 P.M. with a workshop at 6:00 P.M. and a Public Hearing at 8:00 P.M. on the tentative budget. Evans Officer Injured in Auto Accident The Town of Evans Police Department Accident Investigation Unit is investigating a two car, injury accident involving a Town of Evans Police Car that occurred on Monday, March 21, 2005 at approximately 2:06 pm on Route 5 in Highland. Patrolman Dennis Feldmann was responding to a call and had the emergency lights on the squad car on as he drove eastbound on Route 5 when he was involved in an accident with a vehicle operated by Roger Cosmo, 74. The Cosmo vehicle was reported to have pulled onto Route 5 from Schuyler Drive into the path of the police car. Both Patrolman Feldmann and Mr. Cosmo were taken to E.C.M.C. to be treated for their injuries.DMV Mobile Unit Continues to Serve Southtowns The Department of Motor Vehicle’s Mobile Unit continues to serve the Southtowns on Tuesdays in the midst of the current fiscal crisis Erie County is experiencing. While other Erie County DMV offices have been closed creating long lines at the Cheektowaga facility, the Mobile Unit is at the Evans Town Hall, 8787 Erie Road, (Route 5), in Angola from 10am to 3pm every Tuesday and handles vehicle registrations, license renewals, surrendering of license plates, written permit tests and similar non-complicated transactions. Written tests can be taken until 2pm.
