Highlights from the Angola Village Board Meeting by Deb Waddell The Angola Board met on March 6, 2006 with all members present. Mayor Howard (Hub) Frawley read a letter from Carole Kin Chairman of the Board of Trustees for the Angola Public Library. She thanked Mayor Frawley and the Village of Angola for the support they have shown and for helping the Library care for the youth of our community. Trustee Bill Houston read a letter from Legislator Bob Reynolds commending the South Towns Enhancement Coalition for their collaborated efforts and dedication in developing vital tourism and economic growth in the South Towns communities. Trustee Houston reported from the Rural Transit Service meeting where it was suggested Mayor Frawley designate Mr. Houston as a representative to this group. Mayor Frawley responded favorably to this and appointed him officially as the representative. Trustee Mike Stockman reported on the progress of the Depot project. A chocolate Easter rabbit raffle is being held to raise funds for this project. The agenda for moving a caboose to the site has been accelerated. He hinted that the faded red caboose could show up on site any time in the near future. The committee continues to focus on plans for moving the actual depot to the Village site in the near future also. Trustee John Wilson reported on the Recycling Committee for the Town of Evans meeting he attended. Dumpsters, for the receiving of recyclable paper, are positive devices used at the MPB and Lake Shore Central schools. The past practices of leaf removal and tire recycling in the Village, as well as the possibility of adding waste heating oil to the list of recyclables was discussed. Trustees Bill Houston, John Wilson and Jonica DiMartino attended the Association of Erie County Governments Meeting. The speaker at that meeting spoke on the area being noted for over one hundred toy companies located in Western New York at one time, with only Fisher Price left. Trustee Wilson is looking into local toy designers to encourage them and will keep the Board informed on this for future meetings. Trustee Houston added a bit of history as he told about a Pinocchio toy that was originally made upstairs from the Town Hall. It had a long nose with a ring attached by a string. One had to catch the ring on the nose. Lobbying efforts are in progress to have Fisher Price Toys join the Christmas in the Village Parade for next Christmas. Hopefully, they will agree to bring some of their costumed characters from the Grinch movie to add to the excitement of the festivities. Trustee DiMartino was voted to represent the suburban rural aspect at the Association of Erie County Governments as a member on the Erie County Task Force on Revenue Sharing and Regional Cost Sharing. This committee will work to represent local communities for a fair division in sharing the latest sales tax increase in Erie County. Angola will host the Erie County Village Officials meeting at Tony’s Bar & Grille on March 16, 2006. It is a great honor for Angola to host this meeting where all the villages in Erie County will send representatives and a large representation from the Village is expected to attend. Elections for the 2006 –2007 year are on the agenda and Trustee DiMartino has been nominated for the third Vice President position. Mayor Frawley and Trustee DiMartino attended the NYCOM meeting in Albany with the goal of lobbying for Village memorandum requests to finish Commercial Street and for light poles and light fixtures. Smaller requests, like a beautification project from The Friends of the Village, Inc. were presented to Senator Volker and Assemblyman Quinn. Also, a capital improvement project for MPB School and a transportation request from the Depot Committee were presented in Albany. A positive response was received from Senator Volker and Assemblyman Quinn for these reasonable requests. Committees should receive answers to them by the end of April or beginning of May. Trustee DiMartino noted they were one of only three Western N.Y. communities making the effort to be present in Albany at this NYCOM meeting. Angola, Lancaster and Orchard Park represented the Western N.Y. area in Albany. Face to face meetings with the elected officials have proven beneficial to the Village of Angola over the past three years Trustee DiMartino has attended these meetings. She noted the elected officials take special note of the effort made to meet with them and physically present their written requests. All municipalities present their requests in written form, but being there to speak on behalf of the community brings results in the form of dollars when confirmation letters are sent out to the receiving communities. Senator Hillary Clinton announced the Community Development Block Grant (CDBG) program would still be in affect for local communities after the threat of cutting this program. Mayor Frawley reported they saw the Assembly in action and were able to visit the Senate chambers. They both gained experience and a better understanding of government from attending the NYCOM meeting. In other reports, Fire Commissioner Lynne Kaminski explained FEMA policy regarding FEMA grants. Only one FEMA grant is allowed per address a year. Since the Fire Hall and the Village Hall both have the same address, it actually lessens their chances of receiving a FEMA grant when both places submit one during the same year. The Village Hall did not request a FEMA grant this year so the Fire Hall has a better chance of receiving their submittal. In other matters, the Board: • Resolved to enter into an agreement with the NYSDOT for the $15,000.00 Legislative Initiative money offered the Village to aid in the construction of sidewalks and curbing for the Angola Main Street Project. • Appointed Trustee Bill Houston as representative to sit on the North East Southtowns Solid Waste Management Board. Trustee John Wilson is appointed as an alternative representative. • Approved the request for assemblage from Mayor Frawley for Cruise Night beginning June 1 – August 31, 2006 from 6:00 – 9:00 P.M. with vintage cars parked on N. Main Street between Lake and Center Streets and music at Twisters. • Issued a negative declaration for the purposes of SEQRA in regards to the short form environmental assessment for the Newton Street Waterline Replacement Project. The next Village Board meeting will be Monday, March 20 at 7:30pm in the Village Hall.
