Ghoulish Fun at Evans Town Park
The sun shone on Halloween in the Park, Saturday, October 20, 2007 as the many costumed residents arrived for the festivities. The Apple Pie contest had a 1st place tie for Sue Guziec and Marilyn English. Highlights from the Angola Village Board Meeting The Angola Village Board met on Monday, October 15, 2007. Trustee Jim Carlson was excused. Mayor Howard (Hub) Frawley opened the floor to visitors after stipulating that there was a 5 minute limit for comments. Deb Dalton from School Street told the Board that she was upset with the Village’s Skateboard Law. School Street is included in the law’s ban area on the use of skateboards and in-line skates. She is concerned because her grandchildren cannot use their skateboard and in-line skates in front of her home when the visit. She asked the Board to re-visit the law for possible modification. The Board put the SkateBoard Law on the agenda under New Business and will discuss it at the next workshop and Board meeting. Ron McPeek asked where the notification of the sale of several properties in the Village, the Old Ford Lane in particular, was published. He was made aware of the sale after it had occurred. McPeek was told that the notification was done by Erie County and the Village had no control in the matter. The notification was most likely in the Daily Law Journal or the Buffalo News and listed under foreclosures. McPeek then asked who had given permission for Bob’s Angola Variety to be able to hold his liquidation sale. Mayor Frawley said that he had been asked and arranged a meeting with Chuck LaBarbera, Code Enforcement Officer, Bob and Frawley and at that meeting permission was granted. McPeek said that he appreciated "the help you gave him [Bob] to go out of business." McPeek also stated that the Village Board, under Village Code, could change permit fees by resolution and if that had been done, maybe Bob’s Variety would have been able to remain open. Mayor Frawley announced that an article was published in the Buffalo News that had been co-authored by Lori-Szewczyk (Evans Community Development Director), Frawley and Mary Holtz (Cheektowaga Town Clerk) about Erie County’s practice of selling tax liens to an out of state corporation and how it hurts area villages and towns. Trustee Bill Houston announced that the published reminders that garbage is not to be put out until after 6pm on Sunday have yielded positive results. He suggested that the reminders be published yearly. Trustee John Wilson reminded all that an important Storm Water/Protecting the Quality of Our Water informational meeting was being held on Thursday, October 18. Storm water management will become the responsibility of the municipalities in January 2008. Mayor Frawley announced that he had spoken to Tony and Bob and Bob’s Variety would be moving into the Taste of the Midway. Frawley also stated that Angola was next on the list to receive the business district’s façade improvement grant program which would give businesses matching funds to upgrade the fronts of their buildings. Frawley reported that as a member of the Board of NYCOM (New York Conference of Mayors), he would be able to get information to downstate New York about what is actually happening in upstate New York which will hopefully provide additional programs for our area. Frawley said he was asked for information,n on the Village’s collaborations with the Town of Evans (police, code enforcement) and how it was done, by other municipalities looking for ways to work together. He mentioned that a grant is available to help with expenses involved with these collaborations and we will submit our expenses for possible reimbursement. Lt. Don Hepkins reported that the Town’s take over of Village police coverage is going very well thanks to all members of the Evans Police Department. The Village now has access to a full time Detective Department and an experienced supervisor, 24/7. He also told the Board that he was getting updated information so that new, updated books of tickets could be printed for the officers patrolling in the Village. Hepkins met with the Village Fire Department and the Fire Police would be available to help and coordinate, as needed, during parades. Hepkins asked if the Board could notify the owner of the Laundromat to place signage inside that the chairs were not to be removed from the building. Patrons taking the chairs outside are obstructing the sidewalk and causing a problem. Trustee Wilson thanked Hepkins for the great job the Police Department was doing and asked if the patrols could routinely include side streets on a rotating basis. In other matters, the Board: •Announced that a Joint Boards Meeting (Lake Shore, Evans, Brant, Angola, Farnham) would be held on Wednesday, October 24, 2007 at 7pm at the High School Media Center. • Authorized the Water Clerk to issue water shut offs for delinquent water accounts unless paid in full by October 22, 2007 by 10:00AM. These residents have all been duly notified with plenty of time to respond and are scheduled for shut off due to non-payment of two or more water bills as per Village regulations. Total amount of delinquency is $6,301.70. • Declared Wednesday, October 3l, 2007 from 6:00 PM to 8:00 PM as the day for celebration of Halloween for Tricks and Treats. • Approved the application from Evans Township Lions Club for a Parade for the Halloween celebration on Saturday October 27, 2007 at 2:00 PM, to start on Commercial St. at the Angola Fire Hall, to proceed through the Village via, N. Main St.-School St — High St.- Center St. — N. Main and End at Commercial St. the Angola Fire Hall, this parade will consist of 2 marching units, 8 vehicles and 2 floats. All said roads to be blocked off at 1:30. All are invited to dress up in their Halloween costumes and join in the parade. • Approved the application from Lake Shore High School Student Government for the Homecoming Parade on Friday October 19th 2007 • Authorized the Village Clerk to publish a "Notice of Unpaid Taxes" and mailing of the notice to individuals that states that any Village property taxes not paid by November 1, 2007 will be sent to Erie County Department of Taxation and Finance for collection, A • Authorized the Village Clerk to publish a ‘Winter Ban’ parking notice to go into effect November 1, 2007 through April 1, 2008. There will be no street parking from 3:00 AM to 7:00 AM everyday including Sundays and Holidays. • Authorized Mayor Frawley to sign, submit and execute a contract with Erie County Community Development Block Grant (CDBG) Program for the following 2008-2009 Projects upon approval of Erie County CDBG: Water Line improvements in the N. Main, Maple and Woodard area and Rural Transit Van Service, Inc • Authorized the Village to sign onto Rural Transit Service Van Program, an important part in the quality of life for many of our less fortunate, homebound, disabled and seniors, and hereby ranks the Rural Transit Service as #3 for the Community Development Block Grant Funds 2008-2009 program year. • Authorized the Mayor to execute a Short Environmental Assessment Form for the North Main Street Sidewalk Project, Center Street to Maple Street, and the Board being lead agency pursuant to the Angola Village Code, determined that, based upon information provided and all documentation, the proposed action will not have any significant adverse environmental impacts. • Accepted the high bid from John Hider of Derby NY in the amount of $l,277.00 for the 1992 Ford Ambulance E-Series • Received a letter from Alice Escott stating that she was withdrawing her application with the SLA for a license to operate Angola’s Village Inn at 42 N. Main Street. • Added discussion of the Eden Trailblazers Snowmobile Club’s request to New Business for the next meeting. • Announced that the K&L Building site will be seeded for grass. The site is available for development as part of Restore NY The Village Board will meet in for a special meeting on October 25, 2007 at 5pm to award the bid for the North Main Street Sidewalk Project. They will meet in a workshop at 7pm, before the next Board meeting, on November 5, 2007. All are welcome. Highlights from the Farnham Village Board Meeting The Farnham Village Board met on October 16, 2007. Trustee Jere Hoisington was absent. A second request has been sent to Assemblyman Jack Quinn in the amount of $10,000 to complete the Veteran’s Memorial Area Project. The previous request had not been received in time for the member item budget request. The Southtowns Community Enhancement Coalition met October 12th. The meeting was hosted by the Town of Brant; the November meeting will be hosted by the Village of Farnham. The draft of the strategic action tourism pamphlets designed by UB is being reviewed by each community. Ontario Specialty Co. and Malcolm-Pirnie have submitted their final payment applications for the Farnham School Demolition Project and are currently being processed. Village Attorney Bill Trask has finalized the transfer of the school property from Erie Tax Certificate Corporation to the Village of Farnham and is in the process of transferring title of the two adjacent Southtowns Rural Preservation Corporation parcels to the Village of Farnham. The Public Hearing regarding the demolition of property at 493 and 499 Detroit Street. There was no response from the notices that had been sent out to the property owner. A letter will be sent to the property owner giving him 10 days to demolish the property. A resolution was passed that if nothing is done within the time limits of the letter sent to the property owner, the building will be demolished by the Village and the cost of the demolition will be levied on the Village Tax roll. A Public Hearing to discuss the Village of Farnham Community Development Block Grant Projects for 2008/2009 was held. This year individual grants can be up to $100,000. Mayor Terry Caber recommended a project that would expand the use of the Village Recreation Park to promote some active recreation and passive entertainment elements that would benefit the community as a whole. The project would include electrical service, sidewalks and picnic tables. Each community is asked to submit 3 projects for funding. The second project would be Brant’s number 1 project – the Economic Development Plan for the Route 5, 20 and Lake Shore corridors. The third project would be Rural Transit. Trustee George Cordia reported that he has coordinated donations of fill from A. Sam & Sons from Dunkirk, the highway departments from the municipalities of Brant, Eden, Evans and State DOT for the Village Recreation Park. Cordia also said that the State has finished the curbing. Trustee Ginger Schilling reported that a letter has been sent to NYSEC requesting a packet for the Tree Planting Progrm and information on the $50.00 rebate. Trustee Tony Krtanjek reported that insurance quotes are out and he is working with the DEC to trap the area beaver. Village Engineer Mark Burr is preparing a proposal and cost estimate to provide to Senator Dale Volker’s office to use Multi Modal Funding to get the roads in condition. In other matters, the Board: • Authorized the expenditure of Building & Grounds-Equipment Capital Reserve Funds in the amount not to exceed $20,000.00 for the purchase of one John Deere Tractor on New York State Bid, pending Permissive Referendum. The old tractor has a trade-in value that will defray the cost of the new tractor. The Village will list the old tractor in an on-line auction in an attempt to get more than the trade in value for it to be used for reducing the purchase price. • Established March 18, 2008 as the Village of Farnham General Election Day. The polling place will be the Village Hall, 526 Commercial St., Farnham, NY. Polls will be open 12:00 Noon to 9:00 PM. To be elected, one (1) Mayor and two (2) Trustees each for a four year term. • Set the Halloween Trick or Treat hours for Wednesday, October 31 from 6:00 pm to 8:00 pm. The Board of Trustees requests that all residents leave their lights on for the safety of the children. • Set aside $6,000.00 in funds as a 5% Cash Match applied to the Village of Farnham 2008/2009 CDBG Project. • Authorized Operation Good Neighbor to use the Village Hall on October 20th and October 27 from 10am to 1pm for their Annual Food Drive. On the 20th collection bags will be distributed and on the 27th donations will be collected and/or dropped off. • Received a Letter of Thanks to the Village of Farnham Officials (Judy Trask and Gail Phillips) from the Boys & Girls Club of Eden for a donation of a Tailgate Football Basket for their "2007 Bash for Cash". The next meeting of the Farnham Village Board will be on Tuesday, November 20, 2007 at 7:30pm. Highlights from the Evans Town Board Meeting The Evans Town Board met on October 17, 2007. All members were present. Robert Palmer addressed the Board concerning an item he saw in the Law Journal about the Town being part of a lawsuit. Town Attorney Grant Zajas looked at the item in question in the Law Journal and said that it was a property foreclosure notice. Mr. Palmer then went on to say that the Freeholder’s lawsuit against the Town was not a settled matter but was in appeal and as such should not be discussed. Palmer then began to ask a question concerning Mr. Chuck Militello and was told that it was not a Town Board matter and he should take his concern to the School Board or to the Joint Boards meeting that would be held on October 24 at the Lake Shore High School. Cheryl Grassia addressed the Board with the suggestion that, like some other Boards, the Evans Board limit a visitor’s time to speak to 3 minutes with a request to speak be submitted in writing prior to the meeting. Supervisor Robert Catalino replied that limits and prior notifications had been considered several times in the past but that there were times when it was not practical because issues sometimes came up unexpectedly. Catalino also stated that most times there was not a problem with any residents that wished to speak before the Board. Councilman Michael Spence reminded all of the Town’s celebration of Halloween in the Park and encouraged them to attend. Councilman Kathy Bartus reported that with the United Fund campaigns underway, pledges to the United Way can be designated to go to particular organizations. Several organizations in Evans that are, at least in part, funded by United Way are Community Concern, Cradle Beach, Evans Senior Center and the SPCA. Councilman Paul Cooper, as a Village of Angola resident, thanked the Police Department for the terrific job they are doing in the Central District. Councilman Karen Erickson reminded all of the Water Quality Forum that was being hosted in the Evans Town Hall on Thursday evening and encouraged concerned residents to attend. She also explained that the Village of Angola and Evans Police Departments did not merge. "Merger is an easy term to use" but the Village of Angola dissolved their police department and, by law, the Town of Evans was required to pick up the area in their coverage. That is why Evans did not have a referendum vote to decide if they wanted to "merge". The two municipalities "worked out details" before Angola dissolved their police department and Evans took over policing responsibilities. A Public Hearing was held to receive suggestions for Community Development Block Grant funds for 2008. Supervisor Robert Catalino explained that not all areas of the Town were eligible for projects covered by CDBG funds because CDBG funds had income guidelines to be considered. Barb Markiewicz asked for consideration of the extension of the paved walkway at Lake Erie Beach Park. Russ Manguso from the Parks Department explained that the extension of the walkway was already in the process of being done. Supervisor Catalino said that he would like to meet with Ms. Markiewicz and Rob Klavoon, engineer from Wendel Duchscherer to see what she is looking for so that appropriate grant specifications can be written if needed. Robert Palmer asked for lighting at Derby’s Veteran’s Park and re-purchase of parkland at Point Breeze and/or Sturgeon Point Bluffs. Ed Schneider III handed a letter to the Town Clerk to be copied for the Board for their consideration. Pat Persinger wrote a letter that asked for transportation for evening/weekend events for seniors and the disabled that is not currently available through Rural Transit.In other matters, the Board: • Received a letter from Ben Baumler requesting assistance with drainage on Shell Road and referred the matter to Highway Superintendent Ed Michalski who is to report back to the Board on his findings. • Received a letter from Lake Shore Youth Soccer thanking the Town for all of the field work that had been preformed before and during their season to make the season enjoyable for participants and spectators. • Authorized Supervisor Catalino to sign on the Rural Transit Van Service for the Community Development Block Grant for 2008-2009 for low to moderate income, seniors and the disabled. • Declared the celebration of Halloween in the Town of Evans, for Wednesday, October 31, 2007. Citizens of the Town of Evans are hereby requested to leave an outside light on during the hours from 6:00 PM to 8:00 PM to help insure the safety of the children in their Trick or Treat travels and show willingness to participate in the celebration of Halloween with the children of the community. This resolution is to be published by the Town Clerk in the Town Crier and Angola Penny Saver • Authorized payment of $270 to the Friends of the Village, Inc. in support of the Seventh Annual Christmas in the Village, an annual event that promotes our local businesses and provides activities for our Town residents, to be held on Saturday, December 8, 2007 from 9am — 5pm. • Authorized the Supervisor to set dates for public bid of Contract 07-3 (Fire Hydrant Purchase) Bid Plans and Specifications available for Bidders: l0/31/07 Open Bids: 11/14/07 at 10:30 AM. The Town of Evans will replace up to approximately 50 RD Woods nonconforming fire hydrants purchased through this contract. • Accepted the Tentative Budget for 2008, as revised and amended, as the Preliminary Budget for 2008, available for public review at the Town Clerk’s office after October 30, 2008 • Set a Public Hearing on the 2008 Town Budget for November 7, 2007 at 7:50pm • Set a Public Hearing to consider the Angola Fire Protection District contracts for November 7, 2007 at 8pm The next regular Board will be on Wednesday, November 7, 2007 at 7:30pm.
