Making a Difference: Lake Shore Middle School’s CS&V Helps Decorate Village of Angola for Christmas by Taylor Fulton
On Friday, November 30, 2007, members of the Lake Shore Middle School’s Community Service & Volunteers/Leos Club helped some of the Friends of the Village, Inc. decorate for Christmas In The Village 2008 which will be celebrated on Saturday, December 8th. Danielle Auspland, Caitlin Michels, Megan Dillon, Caitlon Smith, Victoria Hender, Tallie Papke, Taylor Fulton, and Zachary Beaudoin helped bring some holiday cheer to Main Street. The eight students along with the adults worked on putting up the decorations throughout the Village of Angola in what can only be described as very windy and cold weather. Look for the snowmen and the soldiers that the workers set up outside some local businesses. The "chilled-to-the-bone" work group would like to thank the ENB Insurance Agency on Main Street for letting them "thaw out" in their kitchen! Highlights from the Angola Village Board Meeting The Angola Village Board met on Monday, November 26, 2007. Trustee Jim Carlson was excused. Bob Dietrich addressed the Board to ask why no building permits were needed/posted at the new consignment shop at 11 N. Main in the Village. He explained that after the fire that had burned down his original location, he needed permits to bring his new location at 15 N. Main up to fire code before he could open. As a new business, in the same structure as 15 N. Main, why didn’t the owner or tenant have to bring the shop up to the same fire code standards? Mayor Howard "Hub" Frawley said the answer would have to come from the Building Codes Department and instructed Village Clerk Linda Giancarlo to notify Chuck LaBarbera, Codes Enforcement Officer, of the question and have him send and answer to Mr. Dietrich. Trustee Bill Houston added that the trustees should also get a copy of the answer. Frawley also stated that a new committee was being formed to learn about NYS Building Codes Appendix K which deals with repair/renovation/rehab of old buildings. The committee will include Trustee Denise DeJohn, Economic Development Director Lori Szewczyk, Evans Brant Chamber of Commerce President John Latimore. Information was received about grant funding available through "Safe Routes 2 School" that may enable the Village, Town and School District to install additional sidewalks from the Village line to Beach Road and then to the schools. Trustee Bill Houston reported the Community Development Block Grant (CDBG) committee toured the Village project site. The committee was informed of the approval of the Senior Housing Project that will be built in the area that will be serviced by the waterline upgrade that is the Village CDBG 2008 Project. The committee appeared to leave happy with the Village’s project. Hopefully that will translate into grant approval. Trustee Denise DeJohn expressed condolences to Trustee Jim Carlson and his family on the recent loss his sister-in-law Debra Carlson. Trustee John Wilson reported that the N.E.S.T. group was looking into possible group recycling of tires and fluorescent bulbs. Wilson also reported that grant money may be available for the purchase of a radio reading device for water meters. This device could enable quicker recognition and remediation of leak problems. Mayor Frawley displayed a replica of the proposed John D. Rockefeller Monument that would be built across from the Village Hall on Commercial Street. It was originally presented by Charity Vogel during a presentation at the Buffalo Historical Museum on the "Angola Horror", the train wreck of 1867. An article she did on the train wreck will be in the February 2008 issue of American History Magazine. The Rockefeller Monument project was well received with many people interested in giving money for the project. Mayor Frawley suggested Village Clerk Giancarlo set up a timeline listing all of the grants that the Village is eligible for so that deadlines are not missed. Currently there are 17 projects that are in the works. Members of the Angola Moose Lodge are working on the building at 159 N. Main that they purchased for their new lodge. The Board will set up a meeting with Henry Li, new owner of the Old Ford Lanes to discuss his plans for the building. The Friends of the Village, Inc. donated $200 towards new Christmas lights. Some of the new lights will be used to decorate the new evergreens in the lot of the old K&L Building. Questions have come into the Village Hall asking who owns the property where the K&L Building used to be. The Board reported that the property is pwned by Erie County and that there are tax leins on it but it is available for sale/development. Police Lt. Don Hepkins reported that the traffic signal at Beach and N. Main was being worked on to get it positioned for better visibility. Patrols have reported that Village residents have stopped them and asked if something is going on because they are noticing the police presence in the Village. The presence is just routine patrol. In other matters, the Board • Appointed Trustees Wilson and DeJohn as Court Auditors • Received a request from Desperados Restaurant on Commercial Street for the Village to put in a handicap parking space. • Tabled a request from the DPW Crew Chief Jeff Kaminski regarding the purchase of a Trackless Sidewalk Plow off of the State Contract, at a cost of $111,865.00. The current sidewalk plow is 14 years old and has undergone and continues to go through several repairs and shows close to 1700 hours on the hour meter and is in worn condition. The current machine has an estimated $5-l0,000 dollars as a trade in value. The Trackless Dealer has offered a 5-year payment plan that would cost the Village approximately $25,600.00 annually, with the first payment due November 2008, but the price is subject to an increase after the November 30th 2007 deadline for the current State Bid. The Village board scheduled a Special Meeting for Thursday November 29 to review the Village’s bond standing before deciding if the purchase of the Sidewalk Plow would be a good investment for the Village at this time. • Approved a letter of resignation effective 11/21/07 from Part-time Meter reader Michael Hehir. • Authorized the Village Clerk to Post an advertisement for a Part-Time Meter Reader position, accepting applications at the Village Hall through December 2l, 2007. • Declared the Village a Lead Agency for the SEQR review for Local Law #4 and #5. • Set a Public Hearing for Local Law #4 Storm Water Management for 8pm December 17, 2007. • Set a Public Hearing for Local Law #5 Storm Sewers for 8:05pm December 17, 2007. The next regular meeting of the Village Board will be Monday, December 17, 2007 at 7:30 with a work session at 7pm if necessary. All are welcome.
